ABOUT PCS
The New York State Plan Personal Care Services (PCS) Program provides in-home support to frail elderly and people with disabilities, helping them live independently.
Personal care aides assist with daily tasks, including bathing, dressing, mobility, eating, cooking, light cleaning, laundry, and medication management.
Participants can live in their own home or with a friend or relative. They may also reside in assisted living or adult foster care, provided they are not already receiving personal care services.
Services are delivered by licensed home care workers, or participants in a managed care plan can choose Consumer Directed Personal Assistance Services (CDPAP), which allows them to hire a personal assistant, such as a relative (except a spouse) or friend. A fiscal intermediary handles payroll and taxes for the caregiver.
PCS is part of New York’s State Plan Medicaid and is an entitlement. Eligible individuals are guaranteed benefits with no waitlist. It is available through both Regular Medicaid and the Managed Long Term Care Program.
