The Home Energy Assistance Program (HEAP) helps eligible households heat and cool their homes safely.

If you qualify, you may receive one regular HEAP benefit per program year to help with your home energy costs. You may also be eligible for emergency HEAP benefits if you are at risk of running out of heating fuel or having your utility service shut off.

HEAP aims to ensure that households can maintain safe and comfortable living conditions throughout the year.

WHO CAN APPLY

You may be eligible for the Home Energy Assistance Program (HEAP) if you and your household:

  • Are residents of New York State, and
  • Need help paying for heating or cooling costs, and
  • Meet income guidelines, or receive benefits such as SNAP, Temporary Assistance (TA), or Supplemental Security Income (SSI Living Alone).

Eligibility is based on your household size, income, and energy costs. Both homeowners and renters may qualify.
