Mission Statement
The mission of the Wyoming County Office of Emergency Services (WCOES) is to minimize loss of life, reduce personal injury, and mitigate damage to property and the environment caused by disasters. This is achieved through comprehensive planning, training, and coordination with villages, towns, county departments, regional organizations, and private stakeholders to ensure an effective response to emergencies.

Vision Statement
WCOES envisions a safer, more resilient community through proactive emergency management practices. To meet the evolving needs of Wyoming County, we aim to:
- Continuously develop programs and services to address emerging threats and hazards.
- Equip our staff with advanced tools, knowledge, and expertise through regular training, exercises, and experience in all-hazards emergency management.
- Strengthen community engagement and preparedness through a robust Community Risk Reduction Program, offering training and education tailored to local threats and hazards.

Maintain Preparedness
- Identify risks and reduce hazards through a state of readiness and proactive planning.
Comprehensive Emergency Management Plans
- Develop and implement a comprehensive emergency management plan, including annexes aligned with regulatory standards and threat and hazard identification risk assessments.
Fire and EMS Training
- Administer fire and EMS training programs that address the unique needs of the community and emergency service providers.
Support for Advanced Emergency Medical Services
- Ensure reliable, professional emergency medical services for the community, correctional facilities, and the county health system.
Pre-Disaster Mitigation Planning
- Maintain and update the county’s FEMA-approved hazard mitigation plan to address risks before disasters occur.
Pre-Disaster Recovery Assistance
- Provide the public with resources and guidance on recovery before disasters strike.
Domestic Terrorism and Threat Assessment
- Support the county’s Threat Assessment Team by developing and maintaining the Domestic Terrorism Prevention Plan, coordinating team efforts, and conducting community outreach to enhance awareness and preparedness.
Community Engagement
- Actively involve stakeholders and residents in emergency preparedness through training and outreach initiatives that address relevant threats and hazards.
